Does this work for rinsing basmati rice?
Answer: Probably not. The lower part of the strainer has openings that would let at least some rice through. Otherwise, it's a great kitchen tool. -

Answer: Not on an Instant Pot, but I regularly use the strainer on 2 and 3 quart pots and pans. It is flexible enough to fit both small pots and large skillets. -

Answer: Certainly, but I would suggest that you drain it into a disposable container and not down the sink. -
